A Look Ahead: Transbay Demolition and Construction Activities

Friday, April 22, 2011 – Sunday, May 1, 2011

Weekend Work (4/23/11 – 4/24/11): Underground utility work will continue on Minna and Second Streets, Saturday, April 23 between the hours of 7:00 AM and 5:00 PM. All access will be granted off of First Street and Shaw Alley. Detours and lane restrictions will be in effect.

Pile removal activities will continue in the east lot on Saturday, April 23 from 8:00 AM to 5:30 PM between Beale and Fremont Streets.

Weekday Work (4/25/11 – 4/29/11): Weekday work will take place between Monday, April 25 and Friday, April 29. All contractors will work between the hours of 7:00 AM and 9:00 PM.

East Transit Center work will include pile removal activities and trenching that will continue through the end of May between the hours of 7:00 AM and 5:30 PM.

Center Transit Center work will include shoring and excavation preparation activities and trenching that will continue through the end of May between the hours of 7:00 AM and 5:30 PM.

West Transit Center work will include shoring and excavation preparation activities and trenching that will continue through the end of May between the hours of 7:00 AM and 5:30 PM. The demolition activities will include the Crusher/Conveyors operation stockpiling the fill at the site.

Demolition work will continue through the end of May between the hours of 7:00 AM and 5:00 PM on the old bus ramp, columns and footings from Folsom Street towards Harrison Street including some remaining demolition activities between Howard and Clementina Streets and debris processing on adjacent parcels.

Geotech instrumentation installation will continue this week on Natoma Street between First and Fremont Streets, and will start at Minna Street.

Demolition of mat slabs on Natoma Street will begin Monday, April 25 and continue through Saturday, April 30.

Underground utilities work will continue on: 

Minna Street from First to Second Streets.
Natoma Street from First to Fremont Streets.
Howard Street from Main to First Streets.
Second, First, Fremont and Beale Streets from Mission to Howard Streets.

Detours, Street and Sidewalk Closure:

Detours: Minna Street will be closed to through traffic at Second Street. Local access will be granted off of First Street and Shaw Alley.

Lane restrictions will remain on Howard Street between Main and First Streets between the hours of 9:00 AM and 3:00 PM.

Lane restrictions will start on Second Street between Mission and Howard Streets between the hours of 9:00 AM and 3:00 PM.

Lane restrictions will remain on First Street between Mission and Howard Streets between the hours of 7:00 AM and 3:00 PM.

Lane restrictions will remain on Fremont and Beale Streets between Mission and Howard Streets between the hours of 9:00 AM and 3:00 PM.

Natoma and Minna Streets will be down to one lane between First and Second Streets from Monday, April 25 to Friday, April 29, while geotech instrumentation installation occurs.

Sidewalks: The Fremont Street east sidewalk will remain closed. Pedestrians must use the west side of Fremont Street until further notice.

What to Expect Next Weekend (4/30/11 - 5/1/11): Demolition of the Harrison Street overpass between Essex and Second Streets will start Friday, April 29 at 8:00 PM through Monday, May 1 at 7:00 AM. Harrison Street will be closed to through traffic 24 hours a day. High impact demolition equipment will cease from 11:00 PM to 7:00 AM. Demolition processing and clean-up will continue from 11:00 PM to 7:00 AM. SFPD Officers will direct access at First and Second Streets. Work to demolish the ramp may continue the weekend of Friday, May 6 through Monday, May 9 if necessary. Access to the Essex Street Interstate 80 ramp will not be impacted.

The Crusher/Conveyors operation will be in effect in the West Terminal lot on Saturday, April 30 and Sunday, May 1 between the hours of 7:00 AM and 5:00 PM.

Underground utility work will continue on Minna and Second Streets, Saturday, April 30 between the hours of 7:00 AM and 5:00 PM. All access will be granted off of First Street and Shaw Alley. Detours and lane restrictions will be in effect.

BOMA member buildings in the Bay Area whose tenants composted their organics, slashed energy use and promoted alternative transportation methods won the top honors this year for sustainability.

Bay Area EARTH Awards were presented on April 21, 2011 to commercial buildings with top-rated sustainability programs at an event hosted by BOMA San Francisco and BOMA Oakland/East Bay. This was the fifth annual awards event and the first year that BOMA Oakland/East Bay participated.

“Every year brings new and higher standards to the awards competition,” says Blake Peterson, Chair of the Energy and Environment Committee at BOMA San Francisco, which manages the awards process. “We look for the best building practices and revise our program to include these methodologies on an ongoing basis. Innovations that we noticed this year are plastic bag and Styrofoam recycling, electric vehicle charging stations and LED lighting technologies.” 

The EARTH Awards recognize commercial property owners and managers for the most comprehensive resource management practices – including recycling, energy and water conservation, air quality and toxic reduction programs, support for public transit and tenant education programs that promote sustainability. Eighty-two criteria are considered in the judging. Some specific practices include: composting hand towels in restrooms, motion sensors in stairwells and environmentally favorable purchasing standards.

The EARTH Awards are a multi-purpose program designed to analyze, educate, recognize and repeat. The program analyzes the most sustainable building operation practices, educates properties about methodologies through the application process, recognizes properties that are excelling, and repeats the process.  

“Next year’s application will include innovations that were discovered during this year’s audits,” adds Peterson. “Being able to share knowledge about cutting-edge techniques is what makes this program a value for participants.”

REMINDER: SFMTA Introduces Spring Cable Car System Improvement Project Shutdowns and Substitute Muni Bus Shuttles

Please note that the second Cable Car shutdown, the partial Powell-Hyde Line shutdown, is scheduled to begin Monday, April 25 and continue through Friday, April 29.

During this partial service shutdown starting Monday, Muni bus shuttles will substitute for cable car service between Jackson & Mason streets and Beach & Hyde streets (Victorian Park). The Powell-Mason Cable Car Line will be in regular operation. The Powell-Hyde Cable Car service will only operate from the beginning of the line at Market & Powell streets to Jackson & Powell where customers can transfer to a bus shuttle.

Customers can get on and off the bus shuttle at all regular stops except those posted. The total, one-way fare for service during the cable car shutdown will be $2. Ask your Bus Shuttle or Cable Car Operator for a transfer if you will be using both in the same direction.

As part of the continuing rehabilitation and maintenance of San Francisco’s iconic cable cars, the two Powell lines will be shut down this spring. The California Line, which was shut down in January for major rehabilitation and associated street improvements, will reopen in late summer when construction is completed.  Please see below for the dates.

The San Francisco Municipal Transportation Agency (SFMTA), which operates Muni, will perform upgrades on the Powell-Mason and Powell-Hyde cable car lines as well as additional work on the California Line which has been shut down since January. The current system has been in continuous service for almost 27 years and needs to be refurbished.

The Cable Car Improvement Project will provide a critical system upgrade as part of the SFMTA’s ongoing Capital Reinvestment Program. It is a significant investment in renewing your system to ensure that it is safer, more reliable and easier to maintain.

Three separate shutdowns of five days each are planned:
  • Shutdown 1 
    • Powell-Mason Line 
    • 3/28-4/1/11
  • Shutdown 2 
    • Powell-Hyde Line from Jackson and Powell to the end of the line on Beach and Hyde 
    • 4/25 – 4/29/11
  • Shutdown 3 
    • California, Powell-Mason and Powell-Hyde lines 
    • 6/1-6/5/11
Please note that the construction schedule may change due to weather or unexpected conditions.

Community Meetings are currently being planned for early 2011.

NOTE:

During the three periods of service shutdowns, cable car service will be impacted. Muni bus shuttles will substitute for cable car service. Customers can get on and off the shuttle bus at all regular stops except the stops around the construction sites.

Local access will be provided most of the time; however, access may be delayed by construction work or equipment in the construction zones. Police officers will be on site directing traffic.
Some street parking will be temporarily unavailable in or near the construction sites.

San Francisco Commercial Water Conservation Ordinance - Requirements for Commercial Buildings



BOMA San Francisco Members:

Working with BOMA San Francisco, the City of San Francisco enacted a Commercial Water Conservation Ordinance in 2009 that requires all commercial property owners to provide certain water conservation measures for their buildings by January 1, 2017. The intent of this law is protect natural resources, address increasing demand for water, and cut greenhouse gas emissions through reduced water use. The required improvements also will reduce water and sewer costs for commercial properties.

It is advantageous for all commercial property owners to comply with the requirements now. Even though the  statutory deadline is in 2017, the savings in water and sewer costs typically pay for themselves within one to three years.  The following information is a summary of the requirements found in Chapter 13A of the San Francisco Building Code (SFBC).

Who Must Comply?

On or before January 1, 2017, all owners of:
  • Commercial buildings;
  • Any portion of a residential building, which is used for commercial purposes;
  • Any portion of a residential building converted to a tourist hotel;
  • Any portion of a residential building which is occupied as a hotel or motel unit and which has a certificate of use for tourist occupancy;
  • Any building or portion thereof which is a live/work occupancy
  • Mobile homes.
Owner’s compliance is also required when one of the following situations occurs:
  • Building Additions
    • If a building addition will increase the floor area of the building by more than 10 percent, the entire building must comply as a condition for issuance of a Certificate of Final Completion and Occupancy.
  • Building Alterations and Improvements
    • If the cost estimated in a building permit for an alternation or improvement is greater than $150,000, compliance is required in all facilities that serve the specific area of alteration or improvement and is a condition for issuance of a Certificate of Final Completion and Occupancy or final permit sign off.
  • Alternations or Improvements to Rooms with Water Conservation Devices
    • If an alteration or improvement of any cost is located in a room that contains a faucet, shower, water closet (toilet), or urinal, compliance is required in that room as a condition for issuance of a Certificate of Final Completion and Occupancy or final permit sign off.

The Board of Supervisors recently passed legislation that streamlines the rules and regulations for mobile food vending - the Mobile Food Facilities Ordinance.  Please click here to read the measure.

The San Francisco Department of Public Works (SFDPW) is currently creating a program that will implement the new legislation to address the use of Mobile Food Facilities including mobile caterers and pushcart peddlers.  They anticipate changes will be implementated in March, 2011.  If you would like to be notified when the new legislation is implemented, submit your contact information here.

The SFDPW will hold a Mobile Food Town Hall to address any concerns regarding the measure on February 25, 2011 at 1 South Van Ness Avenue, Atrium Conference Room, time TBA.
